Members of the House of Representatives on Wednesday expressed overwhelming excitement over the resolution of the 24 State Houses of Assembly on the bill which seeks to establish the State Security Council as part of the Fifth Constitution amendment exercise.
The House after the adoption of a motion on the ”Passage of Constitution (Fifth) Alteration Bill No.47 (Establishment of State Security Council), 2023′, sponsored by the Deputy Speaker, Hon. Idris Wase and passage of Constitution (Fifth) Alteration Bill No.47 (Establishment of State Security Council), 2023′, jointly sponsored by the Deputy Speaker, Hon. Idris Wase and 68 others, mandated the Clerk to the National Assembly (CNA), Mr. Sani Tambuwal to transmit the bill to President Muhammadu Buhari for assent, in line with the provisions of the Acts Authentication Act.
Leading the debate on the motion, Chairman, House Committee on Rules and Business, Hon. Abubakar Fulata observed that the House had on the 24th January, 2023 mandated the CNA to “transmit the 35 bills that met the requirement of Section 9(2) of the 1999 Constitution to Mr. President for his assent.
“The House also recalls that the Houses of Assembly of Gombe, Jigawa, Kebbi, Kwara, Oyo, Plateau, Sokoto, Taraba and Zamfara States that were yet to forward their resolutions were urged to do so in compliance with Constitutional obligations.
“The House is aware that Oyo and Zamfara State Houses of Assembly have accordingly forwarded their resolutions.
“The House is convinced that with the approval of Oyo and Zamfara State Houses of Assembly, the Constitution (Fifth Alteration) Bill No 47 (Establishment of State Security Council) has met the provisions of Section 9(2) of the 1999 Constitution, for passage,” he noted.
To this end, the House urged the State Houses of Assembly namely: Gombe, Jigawa, Kebbi, Kwara, Plateau, Sokoto and Taraba that are yet to forward their resolution on the Bills, to do so in fulfilment of their constitutionally imposed legislative obligations to the Constitution amendment process.
