– Says Senate President yet to account for N29bn Eket – Ibeno Road unused fund, including N8bn from Exxon Mobil, among others

IBIBIO FRONT, a sociopolitical group in Akwa Ibom State, has initiated plans to report Senate President Godswill Obot Akpabio to the Economic and Financial Crimes Commission (EFCC), US Government and the the ICPC over allegations of embezzlement and misappropriation of public funds during his tenure as governor.

According to a source close to the organization, Ibibio Front possesses substantial documentary evidence to support their claims. One such document reveals that on July 17, 2013, a contract for the dualization of the Eket-Ibeno road was awarded to CCECC NIG LTD, with an initial contract sum of N24.9 billion. However, the contract was reviewed on February 28, 2013, increasing the sum by N4.5 billion without due process or necessary documentation.

The source also alleged that the entire contract sum was paid from the Akwa Ibom State government purse, including N8 billion contributed by Exxon Mobil Plc for the project. Furthermore, another contract for the construction of the Etebi-Ewang road in Mbo Local Government Area was awarded to SINOENG construction company limited, linked to Senator Akpabio’s wife, Mrs. Ekaette Unoma Godswill Akpabio. Despite the contract sum being paid in full, the project was never executed.

According to the source, “Ibibio Front has copious documentary evidence to nail Akpabio. For instance, record has it that on the 17th of July, 2013, during the administration of Godswill Obot Akpabio a contract for the dualization of the Eket-Ibeno road was awarded to CCECC NIG LTD. The initial contract sum was N24,949,542,135,32. (Twenty Four Billion, Nine Hundred and Forty Nine Million, Five Hundred and Forty Two Thousand, One Hundred and Thirty Five Naira Thirty Two Kobo) (please find attached the document titled Award of Contract for the Dualization of Eket – Ibeno Road Dated 17h July, 2013 with reference NO. GO/FGPC/S/6/VOL.XX/153, address to The Managing Director, Messrs CCECC (Nig.) Ltd, NO. 5 Aka Community Road, Uyo) the completion period of the contract was within 18 Months from the date of the acceptance of the offer. The sum of 9, 979,816, 854.13 (Nine Billion, Nine Hundred and Seventy Nine Million, Eight Hundred and Sixteen Thousand Eight Hundred and Fifty Four Naira Thirteen Kobo) being 40% of the contract sum was paid for mobilization in favour of the contractor. From the available records the award of the contract was another means through which the state funds was embezzled by the then Governor Senator Godswill Obot Akpabio. The reason for this conclusion is that from the available documents no company bided for the contract except the company the contract was awarded to. This is a proof that at the time the contract was awarded, there were no advertisement for interested bidders to submit their bids.

“On the 28th February, 2013, the same contract was reviewed to the tune of N4,500,000,000.00 (Four Billion, Five Hundred Million Naira) this review too did not follow the due process of law as there are nothing in the records to show that such variation was necessary. For avoidance of doubt, the law is that a contract cannot be varied or reviewed except where there are additional works which will change the scope of the initial contract, or when there is inflation which will result in the fall or rise of the naira to dollar exchange rate.
In the present circumstance, there was no additional work when the initial contract sum was varied by the state government neither was there any increase in the exchange rate. This therefore means that nothing necessitated the variation of the initial contract that was awarded to CCECC NIG LTD for the dualization of the Eket/Ibeno road. The question now is what necessitated the variation of the contract sum from N24,949,542,135.32 (Twenty Four Billion, Nine Hundred and Forty Nine Million, Five Hundred and Forty Two Thousand One Hundred And Thirty Five Naira, Thirty Two Kobo) to N29,449,542,135.32 (Twenty Nine Billion Four Hundred and Forty Four Nine Million Five Hundred and Forty Two Thousand One Hundred and Thirty Five Naira Thirty Two Kobo)? The answer to that question can only be supplied by the then Governor now Senator Godswill Obot Akpabio who varied the contract. Apart from the illegality that surrounds the award of the contract and the variation of the contract sum, records shows that the entire N29,449,542,135.32 (Twenty Nine Billion Four Hundred and Forty Four Nine Million Five Hundred and Forty Two Thousand One Hundred and Thirty Five Naira Thirty Two Kobo) naira was paid from the Akwa Ibom State government purse. This shows that the N8,000,000,000.00 (Eight Billion Naira) that was contributed by Exxon Mobil Plc as part of their community development project for the construction of the said Eket/Ibeno road was embezzled by persons.

“Construction of Etebi – Ewang Road and Bridge: This political road project kept appearing in several sub heads and acted as a conduit for billions of taxpayers money. The records further shows that on 20th December, 2011, the contract was further reviewed and the sum of N7, 218, 833, 596. 38k (Seven Billion, Two Hundred and Eighteen Million, Eight Hundred and Thirty Three Thousand ,Five Hundred Ninety Six Naira Thirty Eight Kobo). was again added without stating what necessitated the review of the contract. From the facts gathered, a total sum of N 19, 188, 603, 159. 29 (Nineteen Billion, One Hundred and Eighty Eight Million, Six Hundred and Three Thousand, One Hundred and Fifty naira Twenty Nine Kobo/was paid for the construction of Etebi-Ewang Road in Mbo Local Government Area. Records further prove that the total sum of N19, 188, 603, 159. 29 (Nineteen Billion, One Hundred and Eighty Eight Million, Six Hundred and Three Thousand, One Hundred and Fifty Nine Naira, Twenty Nine kobo)only was paid in full to the bank account operated by the wife of Senator Godswill Akpabio then the Governor of Akwa Ibom State Mrs Ekaette Unoma Godswill Akpabio. Notwithstanding the fact
that the contract sum was paid in full, the project was never executed. Ibibio Front want to bring to the EFCC’s and the US Government’s notices that the said company SINOENG construction company limited was linked to the wife of Senator Godswill Akpabio that was why the initial contract sum and the sums involve in the two variations were paid to the bank account operated by his wife Mrs. Ekaette Unoma Godswill Akpabio.

“This is to say that Senator Godswill Akpabio awarded the contract for the construction of the Etebi-Ewang road in Mbo Local Government Area to his wife Mrs Ekaette Unoma Godswill Akpabio and the contract sum from the available records were paid into a suspicious bank account. As at when he left office in 2015, Akpabio did nothing to justify that such huge funds were swallowed up in the drawings for the Etebi Ewang bridge.”

Ibibio Front’s decision to report Senator Akpabio to the EFCC, the US Government and the ICPC stems from these allegations, which they believe warrant investigation and accountability. The group’s actions aim to promote transparency and good governance in Akwa Ibom State.
