The Academic Staff Union of Universities (ASUU) has issued a 14-day strike warning to the federal government, outlining several unresolved issues that could lead to industrial action.
Here’s a breakdown of the key reasons behind the latest strike threat:
1. Unpaid Salaries

ASUU demands the release of salaries withheld during the 2022 strike action.
They are also pushing for the release of unpaid salaries for staff on sabbatical, part-time, and adjunct appointments affected by the Integrated Payroll and Personnel Information System (IPPIS).
2. IPPIS Controversy
ASUU criticizes IPPIS, arguing that it negatively affects university staff payments.
The union demands the adoption of the University Transparency and Accountability Solution (UTAS) as a more suitable replacement.
3. 2009 FGN/ASUU Agreement
ASUU seeks the conclusion of the renegotiation of the 2009 FGN/ASUU Agreement based on the Nimi Briggs Committee’s Draft Agreement of 2021.
They are frustrated by what they describe as the government’s delay tactics in implementing the agreement.
4. Outstanding Third-Party Deductions
The union demands the payment of outstanding third-party deductions such as check-off dues and cooperative contributions.

5. Funding for Public Universities
ASUU is calling for increased funding for the revitalization of public universities, which has been partly captured in the 2023 Federal Government Budget.The union also demands the payment of Earned Academic Allowances as outlined in the 2023 budget.
6. Proliferation of Universities
ASUU raises concerns over the proliferation of universities by Federal and State Governments, which they believe undermines the quality of education.
7. Implementation of Visitation Panels’ Reports
ASUU demands the implementation of the reports from visitation panels to universities, which are crucial for addressing systemic challenges.
8. Reversal of Dissolved Governing Councils
The union insists on the reversal of what it calls the “illegal” dissolution of Governing Councils in universities.
ASUU has warned that if these issues are not addressed within the 14-day ultimatum, the government should be prepared for possible industrial disharmony, emphasising that it won’t be held responsible for any resultant crisis.
