Deputy Governor Hadiza Balarabe has emphasised the need for fiscal discipline in managing local governments in Kaduna.
Ms Balarabe stated this in her opening remarks at a workshop on ‘Enhancing Fiscal Discipline’ in the management of local governments.
The deputy governor highlighted fiscal discipline’s crucial role in achieving the administration’s ‘Sustain Agenda’.
The workshop at Fifth Chukker, Kaduna, focused on maximising resources for efficient financial operations and long-term fiscal health.
Ms Balarabe expressed concern over the nation’s poor financial discipline, citing the World Bank’s Public Finance Review Report, which places Nigeria at 132 out of 137 countries in infrastructure ranking.
The report also underscores a $3 trillion infrastructure gap over the next three decades.
“To foster Nigeria’s economic growth and competitiveness, it is imperative to address these challenges,” Ms Balarabe said, stressing the need for increased earnings and prudent management.
The deputy governor detailed the Kaduna government’s efforts, including the Fiscal Responsibility Law, which established the Fiscal Responsibility Commission.
According to her, this independent body monitors and enforces laws related to public spending, ensuring transparency and accountability, saying “financial transparency is paramount.”
Ms Balarabe reiterated the state’s commitment to public scrutiny by publishing budget details and financial reports.
She added, “Citizens and civil society organisations actively participated in the budget process to prevent abuse by public officers.”
EFCC chairman Ola Olukoyede stressed the role of the local governments in the anti-corruption fight and emphasised the workshop’s significance to the anti-corruption crusade.
Mr Olukoyede underscored the preventive mandate of the commission and its focus on local government’s participation, adding, “The local government is one of the best agencies that can drive wider participation in our anti-corruption campaign.”
He encouraged genuine efforts to meet the needs of the people, urging local populations to provide information on using resources.
Mr Olukovede said the fight against corruption was a collective responsibility, stating, “What we are fighting in this country is a battle between good and evil; it is a collective battle for the soul of Nigeria.”
He further stressed the need to avoid protecting individuals based on tribal affiliations, promoting a united effort for the nation’s future generations.
