One of the key considerations for future trusts is the evidence of past responsibilities and records. Intending public office holders particularly are expected to have shown remarkable proves of service and accountability, to be reconsidered for subsequent ones.

As Sen. Effiong Bob inches further into his quest for the coveted seat of Governor of Akwa Ibom State come 2023, he lays bare his records of people-oriented, conscientious and selfless leadership of years before.

The Senator who represented Akwa Ibom North East constituency chaired several committees on the Senate, including Finance, Culture and Tourism, Power and Steel as well as Local and Foreign Debts. He also served as Chairman, Ad hoc Committee on investigating illegal Withdrawals from the Excess Crude Fund without Authorization from the National Assembly and was a member of the delegation which witnessed the signing of the final exit of the Paris Club Debt in Paris, France.

While serving in these capacities, the Nsit Ubium pride sponsored several bills, including the one on amendment to the Energy Commission Act, Public Officers (Review of Cases) Panel, Fire Service (Inspection on Building), an Act to Prohibit Trading in Federal Highways in Nigeria and an Act to Prohibit Touting in Public Places.

As head of the Senate Committee on Finance, he worked to ensure the passage of an unprecedented number of eight Bills aimed at a comprehensive and strategic review of Nigeria’s taxation laws, most of which were enacted by past military regimes. Out of these Bills, four of them were passed by the Senate and signed into laws by then President Olusegun Obasanjo.

One of the Bills formally established the Federal Inland Revenue Service (FIRS) and an autonomous body, while others were passed by the Senate after a clause-by-clause consideration received the concurrence of the House of Representatives before being signed into law by the President. They include: Value Added Tax (Amendment) Act 2007, Federal Inland Revenue (Establishment, etc) Act 2007, Company Income Tax (Amendment) Act 2007 and the National Automotive Council (Amendment) Act 2007.

It is on record that the Senate Committee on Finance chaired by Senator Bob remains the only committee in the Fifth Senate to achieve the rare feat of having four of the Bills under its consideration passed by the Senate and assented to by President of the Federal Republic of Nigeria.
